Webster County High School is seeking proposals from qualified vendors to provide a comprehensive supplemental ELA program for middle and high school students. The program should enable students to work independently, without the constant aid of an ELA teacher, while receiving constructive feedback and instructional support. The objective is to enhance ELA proficiency and foster a deeper understanding of ELA concepts.

Scope of Work

The successful vendor will be expected to provide the following:

1.     Program Structure

  • A comprehensive supplemental ELA curriculum covering key concepts for middle and high school levels aligned with the WVCCRS.

  • Self-paced modules allowing students to progress according to their individual learning needs and speeds.

2.     Independent Learning Capabilities

  • Tools and resources that enable students to learn independently without the need for direct teacher intervention.

  • User-friendly interface that is engaging and easy for students to navigate.

3.     Constructive Feedback

  • Immediate, automated feedback on student performance.

  • Detailed explanations of correct and incorrect answers to reinforce learning.

  • Regular progress reports for students, teachers, and parents.

4.     Instructional Support

  • Access to virtual tutors or instructional support when students encounter difficulties.

  • Interactive tools and resources to help students understand complex concepts.

5.     Assessment and Progress Monitoring

  • Pre-assessment tools to guage student's initial proficiency.

  • Regular formative assessments to monitor student progress.

  • Summative assessments to evaluate overall student achievement and growth.

6.     Teacher Resources

  • Training for teachers on how to integrate the supplemental program into thier existing curriculum.

  • Tools for teachers to track student progress and provide additional support as needed.

  • Ability for teachers to assign content based on WVCCRS and individual student learning needs.

Proposal Requirements

Interested vendors should submit a proposal that includes the following:

Company Profile

  • Proof that the vendor is a registered vendor authorized by the WV Secretary of State to conduct business in the State of West Virginia in accordance with WV Code 148-1-6.1.7 and 11-12-3, unless the vendor falls within one of the allowable exempt categories.

  Program Description

  • Detailed description of the proposed supplemental ELA program, including curriculum content, features, and capabilities.

  • Explanation of how the program supports independent learning, provides constructive feedback, and offers instructional support.

3.     Technical Requirements

  • Technical specifications and requirements for the program.

  • Details on compatibility with existing school district technology infrastructure (Apple iPads)

4.     Cost Proposal

  • Detailed breakdown of all costs associated with the program, including licensing fees, training, support, and any additional expenses.

  • Payment schedule and terms.

5. Evidence-Based

  • Evidence of the program's success in improving ELA achievement as per ESSA tiers of evidence framework.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

1.     Program Quality and Features

  • Alignment with the district's ELA curriculum and educational goals.

  • Effectiveness of independent learning tools, feedback mechanisms, and instructional support.

2.     Implementation Plan

  • Feasibility and clarity of the proposed implementation plan.

  • Support and training provided for teachers, if requested.

3.     Technical Requirements

  • Compatibility wth existing technology infrastructure.

  • Ease of use and accessibility for students.

4.     Cost Proposal

  • Reasonableness and transparency of costs.

  • Overall value for money.

5.     Evidence

  • Must meet one of the four tiers of evidence from the ESSA tiers of evidence framework.

Renewal Clause

The contract may be renewed annually for up to three additional years, pending continued funding availability, satisfactory performance, and mutual agreement between both parties.
